FDA Food Code 3-403.11 requires that previously cooked and refrigerated food that will be hot held must be reheated rapidly to 165°F (measured at the center) within 2 hours before being placed in a steam table or other hot-holding equipment. Reheating slowly in a steam table or warmer — rather than on a stove, in an oven, or in a microwave — allows food to linger in the danger zone long enough for surviving bacteria to multiply to unsafe levels. A steam table is designed to maintain temperature, not to heat food safely from a cold state.
