A walk-in cooler, reach-in refrigerator, or other cold holding unit was maintaining food at a temperature above the required 41 degrees F.

What this violation means

FDA Food Code 3-501.16(A)(2) requires that all time/temperature control for safety (TCS) food held cold be maintained at 41°F or below. A walk-in or reach-in unit that cannot maintain 41°F is a Priority violation requiring immediate corrective action because every TCS food in that unit is potentially unsafe. Common causes include a malfunctioning compressor, dirty condenser coils, door seals that no longer close properly, or an overloaded unit. Inspectors take temperatures of both the air and food inside the unit. Food that has been above 41°F for more than 4 hours may need to be discarded.

1Move all TCS food to a functioning cooler or place in ice immediately if the unit cannot be repaired the same day
2Discard any TCS food that has been above 41°F for more than 4 hours and cannot be verified as safe
3Call a refrigeration technician for same-day or next-day repair — document the service call
4Check door gaskets and self-closing hinges — a loose door seal is a frequent and simple cause of temperature failure
5Clean condenser coils if access allows — dirty coils are a common cause of reduced cooling efficiency

Inspectors do not just look at the surface. For this violation, expect them to verify:

Takes ambient air temperature inside the cooler with a calibrated thermometer
Takes internal food temperatures of TCS items stored in the unit
Checks the thermometer mounted on the unit against a calibrated probe reading
Reviews the temperature log for the unit — when was the last recorded temperature and what was it?
Looks for signs of compressor problems: excessive frost, pooling water, warm air from the unit

Log walk-in and reach-in temperatures twice daily on a temperature log
Schedule annual refrigeration maintenance including coil cleaning and gasket inspection
