Raw animal food was thawed at room temperature or in standing water, allowing bacterial growth in the temperature danger zone.
FDA Food Code 3-501.13 permits only four approved thawing methods: under refrigeration at 41°F or below, submerged in running water at 70°F or below, in a microwave when cooking will immediately follow, or as part of the cooking process itself. Thawing on a counter at room temperature allows the outer layers of food to enter the temperature danger zone (41°F–135°F) for extended periods while the interior remains frozen, creating conditions for rapid bacterial growth. This is a Priority violation because it directly creates unsafe food.
